Todd Hunter, the senior partner of the firm, is best known for his leadership and accomplishments during four terms in the Texas House of Representatives. He received accolades from local, regional, and statewide groups for his commitment to causes such as tort reform, education, business development, and insurance reform. Hunter was also known for his ability to obtain bipartisan agreement while in the Legislature. Hunter completed four terms in the Texas House of Representatives after first being elected to office in 1988.  He was elected in 2008 to a fifth term. He serves District 32 which includes Aransas, Calhoun and San Patricio Counties and part of Nueces County.

At the start of his sixth term, during the 82nd Legislative Session, the Speaker of the Texas House of Representative, Joe Straus, named Hunter as Chairman of the Calendars Committee. As Chairman, Hunter will lead the committee designated to determine when and how legislation will be consider by Texas House members. Hunter was also named as a member of the Redistricting, Corrections, General Investigating and Ethics and Human Services committee. He will continue to serve as chair of the Select Committee on Elections.

During the 81st Legislative Session, Hunter served as Chairman of the Committee on Judiciary and Civil Jurisprudence. As Chairman, he oversaw a committee that has broad jurisdiction over legislation pertaining to civil law, probate, and guardianship matters. It also had jurisdiction over all appellate courts in the state, including the Texas Supreme Court and the Texas Court of Criminal Appeals. Todd also served on the Insurance and the General Investigating and Ethics Committees. Todd was also named to the House Select Committee on Transportation Funding.   Todd was the Co-chairman of the Committee on Redistricting and Judiciary and Civil Jurisprudence that conducted Joint Public Hearings on Redistricting throughout the state. 

Hunter's area of practice includes insurance, commercial, banking, tort trial and appellate practice, and mediation. He was involved in statewide legislative initiatives such as civil justice reforms. He jointly wrote tort reforms dealing with medical malpractice, the liability of third parties whose connection to the case is questionable, punitive damages, frivolous lawsuits, whistle blower protection, and venue shopping.

As a state representative, Todd Hunter passed a measure that repealed a two-year-old state mandate that exempted slab foundations 10 years old or older from homeowner insurance coverage.

Hunter is also active in the community. He has been on the board of directors for the Corpus Christi Chamber of Commerce, serving as vice president and president-elect in 1987. He is also a graduate of the Leadership Corpus Christi Program, former board member of the Citizens Advisory Committee on Health and Welfare, and is involved in more than a dozen other organizations.

Hunter was the Corpus Christi Caller-Times News maker of the Year for 1996. He has also been recognized by Texas Monthly magazine and the Dallas Morning News for his legislative accomplishments.

When Rod Handel first entered the business world, he studied to be a certified public accountant and obtained his CPA license in Illinois in 1981. While working for a large oil company based in Chicago, he transferred to Houston. Rod received his law degree at The University of Houston in 1986. He is licensed to practice in the Southern, Northern, and Western U.S. District Courts of Texas, the Fifth Circuit, and has practiced in federal courts in California and Connecticut. His area of trial practice includes insurance defense litigation, products liability, toxic torts, DTPA and consumer litigation, and employment law. Handel also is retained by insurance companies to render insurance coverage opinions.

Rod Handel has successfully represented the firm's clients including Oxy Chemical Corporation, Valley Transit Corporation, Quaker Chemical Corporation, Amana Refrigeration, Inc., American Home Products, Farmers Insurance, Providian National Bank, ReMax Realtors and The Texas Association of Counties. Handel is a member of the Corpus Christi Bar Association, Hidalgo County Bar Association, the American Bar Association and the Defense Research Institute.

David Neblet joined Hunter & Handel in 1992. His primary areas of focus are Commercial Property Insurance, Bad Faith, Civil Trial, Employment Law, Civil Rights and Workers Compensation.

In 1992, David was admitted to the State Bar of Texas and to practice in the U.S. Court for the Southern District of Texas. Undergraduate Education: Texas Maritime Academy Texas A&M University, Galveston, (B.S.1989); Ocean Operator's License, Master 100 gross tons (1986).
